There are no reserve requirements for banks. They can issue as much debt as they want from nothing at all. This is normal and could never have massive, systemic negative consequences so don't think about it.

That's not quite accurate. They don't need reserves of cash like they used to, its true, but they do have capital and liquidity requirements, including things like the supplemental liquidity ratio.
