That's not quite accurate. They don't need reserves of cash like they used to, its true, but they do have capital and liquidity requirements, including things like the supplemental liquidity ratio.
What's perhaps alarming is that they're governed by international bodies too – at least reserve requirements had the modicum of domestic oversight (even if the Fed was always tied back into the European banks).
The Basel accords and the BIS are even more alarming, but when the dollar ponzi needs all of the collateral it can get domestic control is sort of hard to maintain.
