I have never favored heavy handed regulation and oversight. However, even WITH the inefficient and corrupt agencies providing some token oversight, we had massive fraud...and yes, that was frequently due to the corruption which also had kickbacks on the fraud.
With zero oversight, and proof that the human condition unfortunately leans to fraud when presented with "aid", the fraud would grow dramatically.
Although I can again appreciate the analogies - it is an unworkable solution. Go as lean/efficient/self-governing as you want with the oversight, but it must exist and be accountable (to the point of prosecution) when distributing aid.
Keep in mind that I prefer small government and would look to eliminate a lot of social programs (and the associated taxes to pay for them) in favor of incentivizing the private sector and charities to provide aid (while reducing regulatory frictions to do so). They should then provide financial accountability to their donors and that could significantly reduce friction and put a higher percentage of those donations into the hands of the people who need it.
Taxation is theft. Voluntarily giving, to take care of the needy, is humane. I pay my taxes...and still voluntarily give of my time/talent/treasure...so I'm not just providing lip-service to an ideology. We choose faith-based, but that obviously isn't a pre-condition to take care of people who need it.
