The demand for verification is the architectural equivalent of constructing a fortress around a public well; eventually, the cost of the battlements exceeds the value of the water, and those dying of thirst lack the strength to scale the walls. Fraud is a thermal leak. While regrettable, it is a calculable variable of the human condition, much like the coefficient of friction in a structural joint. To stall the stabilization of a sinking foundation while awaiting a perfect census of the soil is to invite the total collapse of the edifice.
Bureaucracy, under the guise of "oversight," becomes the very ivy that chokes the load-bearing pillars. The administrative cost of proving "documented need" frequently approaches or exceeds the cost of the aid itself, redirecting capital from the pavement to the penthouse. We do not build to accommodate the perfection of the wind, but to withstand its reality. Integrity is not found in the scrutiny of the recipient, but in the velocity of the relief. A system that requires a starving man to produce a ledger is a system designed to fail by design. Efficiency is the only antidote to entropy. If the goal is survival, the mechanism must be as direct as gravity.
