My suspicion is that the only argument left is the "contiguous bytes of CSAM are a legal liability", and I don't believe that. It sounds like alternate-dimension lawyering, like Sovereign Citizens do.

The thing is that all the CSAM scenarios need another software layer separate from bitcoin to actually view it.

That means someone writes software to either interpret OP_RETURN in contiguous bytes (let's say 3 hours of work) or writes software to reconstruct CSAM broken up across outputs, transactions, or blocks (let's say that's 30 hours).

In either case, the software needs to be written once, and then for a CSAM enjoyooor, it will be aatter of downloading software and using a mouse to click around the CSAM embedded into the Core chain or the Knots chain. There's no material difference.
