If all miners "obey" BIP110 and start signaling "for" it at height 963648, my app will start rejecting their blocks 1109 blocks later, specifically at block 964757. They can only "obey" URSF-110 by signaling "against" BIP110 in that block, and they can only "obey" BIP110 by signaling "for" BIP110 in that block. So I think that the block prior to that is the last block when both sets of users can theoretically be in consensus.
