There is an issue there but it is more fuel regulations than safety. How much fuel a vehicle can burn and pass EPA Depends on size. The scale isn't quite right so the automakers can make a car bigger and pass more easily than making it small and more efficient.

I think Obama made changes that made that incentive worse but it has been broken for a long time before him.

There are far more requirements for EPA, it's focused on emissions output not fuel consumption. But yes, it's based on fleet weight/size. There is a reason almost all domestic car manufacturers stopped making/selling sedans and coupes over the past 5 years. There is also a reason why almost all cars...
