well now i know why there was exclusion of the central city from electric scooters, a peaked hat wearing officer posted on the corner near the iranian embassy, why there was an obvious spy taking photos of traffic and why there was 50+ buses parked in one of the city squares, and a police escort of two diplomatic plated cars going to a hotel across the road.
