I did the math and if you threw a 160kg man like Randy Fine at a speed of 7,200–7,300 km/s towards Tel Aviv, you'd achieve the needed Kinetic force to Flatten Tel Aviv.

I think his body mass wouldn’t sustain the pressure and the friction on being at that speed. Unless he’s flash.

We'd have to encased him in an iron shell. Maybe the increased mass of Randy Fine due to the iron shell would give us leeway to not need such a high velocity.
