Also it is hard to sue opensource developers. Like whom are you going to sue? It is only easy for centralised projects. But if it is decentralised and people are spread out all around the world it becomes way harder. You at first need to know who the legal entity responsible for the project and offending code is AND then it also needs to be illegal in the country they were in while
