I am 100% certain that Bitcoin will have a URSF for the quantum “upgrades”.

Quantum will be the most contentious fork in history where Bitcoin’s physics battles fiat physics for control of Bitcoin. As Jeff Booth said, most people will be on the wrong side of the fork.

Quantum is the end game fork before Valhalla. The true plebs will resist in the toughest of times. The decentralized quantum computer will stand firm in the physics Satoshi instantiated in Genesis.
