NIP-22 already does this. It clearly says when replying to events that is not kind 1, then kind 1111 is to be used.

Clients can begin to offer a "quiet reply" mode that uses NIP-22. Users can opt-in to that when they don't want their reply to show up on their feeds to everybody (and accept that at least for now it might not show up for the thread author either). I would probably use it a lot.
