AFAICT they don't really think becoming a world empire is feasible. They're mostly just projecting power in their back yard.
For a while, they were doing things in Africa, but this was mostly investment, and recently they even bailed out on that. I think they realized you can't do anything in Africa without military force, which they were not prepared to project.
Russia is acting a lot more like an expansionist force than China, but even they don't seem to think it's feasible to go much beyond the historical USSR boundaries.
