That does not mean *anything goes* on our relay. Spam, scams and malware are not welcome regardless of end users' web-of-trust checks.
From Zapstore 1.0.0, you can manage your app catalog relays! If you don't like relay.zapstore.dev's policy, you are free to use others!
(For technical reasons this setting is stored locally but we're working on syncing that to a Nostr event to make it more portable *and* discoverable. So from Zapstore itself you'll be able to join in on other app catalogs your social graph uses or recommends.)
