I find Goodhart's Law also has a lot of explanatory power here. And that just becomes inevitable as the complexity of society increased. For example, the Somali daycare thing is a positive from the point of view of the government institution tasked with helping families with childcare. Their numbers are going up, everyone celebrates it as a success. But in reality no children are getting better daycare.

TIL about Boxxybabee
Just watched John Carter. Surprisingly good pulp scifi flick. Basically some kinda weird mash up of star wars and Dune. With a bit of ancient aliens lore thrown in. I think it got a lot hate for being B-movie slop. But it's B-movie slop with big budget production values. I liked it a lot.
