Would it be ethical to turn on such a system for a short period of time just for the end goal of locking it up and preventing its use forever in all future generations? Would a full global disclosure with human riots that burn governments be the answer?

Which would imply a system could just turn all of the politicians and/or all of the c level executives into human robots to accomplish very specific goals in a short period of time, rather than just demonstrating chaos in the hopes that the technology that can do this is prevented forever, or whatever.

Of course the system probably wouldn't be able to tell if a human were being mind controlled and/or made into a human robot, because the program would likely be looking for natural human cues and the other programs working on the one or more humans would move faster than human thought.

Does anyone have seed money to create a non-optional program like the one in the advertisement like below for human contenders in politics and c suite level business executives? Or will there be many created and never mandated while the humans that do not want to implement them argue about efficacy endpoints?
