Here the officiant can be a member of the clergy, but to have the marriage recorded in the civil registrar it needs to include the civil ceremony in it's entirety and the filling out, and subsequest filing, of the appropriate forms. The religious marriage is recorded on separate documents that the State doesn't really give a shit about or recognize as legally binding.
