This is apparently the artist who made the mask in 2017.
It's a project called "Surveillance Exclusion" by Dutch designer Jip van Leeuwenstein.
He designed this mask as part of his graduation project at the Utrecht School of the Arts (HKU) around 2017. While the project is a few years old, it frequently goes viral on social media (as seen in the late 2025 posts you likely encountered) because the debate around AI surveillance remains highly relevant.

Some of these AI upscaling tools are pretty impressive. So that will be a welcome update.
