There is a freedom/right to leave, you can't prevent someone to user their body (property) that way. However, there is no such thing as a right to move into anywhere uninvited. The state overriding the owners' will to exclude is just as much of a rights violation as overriding the right to invite would be (not to mention the subsidies or downright organizing the move).
