Turns out it's a circumzenithal arc -- "an optical phenomenon caused by the refraction of sunlight through plate-shaped hexagonal ice crystals in high-altitude cirrus or cirrostratus clouds. It appears as a vivid, colorful arc centered on the zenith (directly overhead), often mistaken for a rainbow due to its bright, prismatic colors. Unlike rainbows, which form opposite the sun and result from light refracting through raindrops, the circumzenithal arc forms when sunlight enters the top face of ice crystals and exits through a side face, creating a distinct upside-down appearance with colors ranging from violet at the top to red at the bottom."
