@nprofile1q... The trick was to set this inner loop to a special vertex group, so I could isolate it later.

I set up the cloth sim and colliders, then ran the simulation.

Then used a geometry nodes setup to delete any vertices that weren't in the special group.

Then used the old chain setup to make it work like normal!

@nprofile1q... By the way, I had to animate one of these chains and figure out how to get it to interact with colliders, and I found a pretty decent solution that I thought I'd share:

Basically, instead of using a bunch of connected edges as the base, I used a ribbon so collisions would work - basically an extruded edge.

So I set up the ribbon by using an extruded spline, then added an extra edge loop right down the middle of it...
