It let me tag him at least but couldn't find him in search and had to navigate through following.
I know it's not my internet connection because a quick look at some hashtags and they continue to be full of the same daily spam, the same accounts that have been sharing telegram links for scams and porn abusing every hashtag with the garbage for 2 years straight.

How come you're able to censor him but not any of those accounts?
