Phillip Ball explained it very well in his book Critical Mass.

Basically, it's like an accordion. Someone slams the brakes for whatever reason, then people pile up behind that car. It takes a lot more time to accelerate again than brake. And as long as the traffic rate is higher than a certain limit, this pile won't resolve.

Perhaps they think it's the simplest way to connect with you. You know you're convinced deep in your heart, they don't; they can't know. Perhaps this sensational approach worked with them before, and they think it's a good way. I'm sure it's annoying, but don't let the first impressions last for longer than they should.

What my wife does to repel bugs is cut a lemon in half and insert cloves in them. Then puts them near leak areas. It works like a charm against our local bugs. Not sure if it works in yours, worth a try though.
