No, Satoshi talks about voting with "CPU power" not one CPU, one vote. And "voting" in the context of the white paper isn't referring to referendums but rather how consensus forms to support the valid chain secured by the most PoW. Bitcoin is anarchistic by design and isn't a democracy voted on by various cohorts like a political body.

Miners and pools are centralized and can decide what templates they use and which transactions they accept. Nodes are not in charge anymore.

It's astonishing how many people don't understand Bitcoin. Nodes aren't "in charge" and never were. No one cohort is in charge of anything. Bitcoin works via consensus. There was no consensus for BIP-110. Bitcoin has never been healthier.
