No because it's impossible. There is no such thing as privacy-preserving digital identity.

Zero-knowledge proof systems are trivially defeated by collusion between components even without very restricted possibility set to start with (there are only so many valid IDs in any given nation and it is much fewer than trillions, computationally it is trivial to test the entire set of humanity if one has it on hand).
