Not just the USA from what I understand, many places in the West are like this. Comprehensive reading is apparently a super power.
It's a horrible state. But I do wonder, if the numbers were ever really better than this to be honest. I grew up under the "no child left behind" bullshit (here in the Netherlands for reference) and we had too many kids in class who could barely read at all, let alone on 3rd grade level, while being in 7th grade.
