The request type is currently only implemented in BadgeBox. Means people you requested need BadgeBox and approve your requests.

There is an open PR in Nip58 Repo.
The request feature needs wider implementation across clients

What is the #Recommends section on a nostr profile and how does it work?

It is a spot that lists a user's recommended nostr apps. You basically endorse apps and their profile icons appear in that space. There used to be an easy way for user's to do that, but it was unfortunately abandoned and I am unaware of a replacement.
