Yeah, looking at what you're describing, Android with a physical keyboard is probably the most realistic option if you actually wanted something like this (albeit with a less exotic input method).
Even to this day Android supports D-pad navigation.

I used to be able to type something like :wiz, hit tab, and get :blobwizard: but now I have to type out :blobwiz because that doesn't return anything anymore :/
