Yes, and in the basic form it's very close. Some user already experimented with relay-based group by changing one line of code (literally) - most of the work for basic function is already done in the foundation of chat relay code.

We updated SimpleX Chat Privacy Policy and Conditions.
What changed:
Stronger privacy commitments:
- explicitly states that preset servers do not log IP addresses.
- you can verify clients and servers via reproducible builds.
quantum-resistant end-to-end encryption.
- messages are irreversibly removed from preset servers on delivery or after 21 days.
- transparency commitment by client apps.
New private one-time connection links and public addresses:
- your profile data is encrypted on the server - only people with the link can access it, not the servers.
- one-time link profile data is removed once the connection is established.
Public channels (beta):
- chat relays are used to deliver messages to channel subscribers.
- chat relays cannot identify subscribers.

SimpleX doesn't work in Russia. Session is blocked too. Seems like it was much easier to block than Telegram (they're trying right now and it still works). SimpleX depends only on it's own infrastruct...
It appears Telegram also does not work without VPN in Russia.
We will be implementing connection rotation and redundancy it may reduce the impact. In any case, preventing transport-level blocking is a hard problem, especially if they start using LLM for traffic analysis. It is better to solve it in dedicated VPN solutions, not in the apps.
