They can vote in municipal elections and not Knesset elections. They have not gone through citizenship process. Israel does not want its parliment to end up Shia or Sunni. Pretty common sense.
They have occupied them since 1967!! Not enough t time to go through the citizenship process I guess.😬. Not my problem re parliament . I thought we where fighting for democracy though🤷♂️

Ok. Just answer why does Isreal not take in refugees from Gaza then since they have Muslims there already. Why is greater Isreal not a democracy? Why can’t Muslims in the West Bank which they have occupied since 1967 vote in Israeli elections? Why can’t all Muslims in East Jerusalem vote in Isreali elections?
