The irony is that BIP110 is worthless. Even if implemented, spam will just move to signatures and witness data, which can't be filtered without breaking Bitcoin's core functionality. these filters are technically futile. There is an esoteric discussion about a 'fix' that doesn't actually fix the underlying issue.
