Is it really *fully* custodial when the mint has no idea who holds the notes they issue? Clearly not the same as what is usually meant when referring to custodial wallets.

Custodial means you need to trust another party to keep your funds accessible. The privacy model is stronger yes, but if the mint disappears, so does your funds. The mint operator can rug you at any time.
