Definitely have seen that before. It doesn't happen anymore on Android for me. I use Floris board. I forget what causes the issue, but I know vitor has addressed it a couple times.

Ruckus makes some good outdoor access points that don't require a central controller. I like Aruba equipment, but their licensing has gotten worse. And I always hesitate to recommend ubiquity, but if you're already in their ecosystem, they make some outdoor access points.

But I would take a look at Ruckus at least.
