I think it depends on how many trips you’re going to take. If it’s a one-time move with no looking back, the safest path might be to send the BTC to a new phrase before going and then take the new seed phrase. By this method, you can confirm that the funds have transferred to a new wallet before leaving.

But if you’re free to make multiple trips, I would bring an unopened hardware wallet to the new country and restore your original seed phrase on that hardware wallet once you arrive. Once you confirm that you can access your funds from that new wallet, return to your original country and destroy your old metal plate. By this method, you don’t have to transfer to a new seed phrase.

And of course you could do some variation of either of this options.

I wouldn’t bring the metal plate across borders, especially if you’re traveling by plane. I would either memorize the seed phrase and then re-create it in the new country, or find a more inconspicuous method of moving the seed phrase. IMO, metal plates stay within borders.
