The question isn't so stupid after all; what purpose would someone serve in creating a project with a transparent blockchain?

Is Monero a CIA project?

The question has an obvious answer: governments don't want you to have privacy, and therefore Monero is not a CIA project.

The same cannot be said of Bitcoin; the government wants you to do everything transparently, think about that.
