You’re conflating two different things.
You’re justifying the Islamic Republic’s internet shutdown as a necessary measure during any war, while simultaneously claiming that governments imposed censorship during the covid lockdowns because they were perpetrating a hoax. So which is it? Is it a tool of oppression, or a legitimate wartime necessity?
I’m not trying to convince you. I’m not stupid enough to believe I can change the mind of someone who is willfully ignorant and relies on fallacies instead of arguments. I’m replying for any curious reader who might go stumble upon our exchange.

I’d argue not all governments. Not even many governments. But a highly unpopular government will.

Interestingly, they’ve also started distributing special “white SIM cards” to regime sympathizers and their propaganda networks so they can continue spreading their narrative while the rest of us are disconnected.

That is one of the objectives definitely. But one has to be blind to even fathom the idea that IRGC has achieved anything at all.
