Just my opinion, but I think both is possible only if relay-side filtering improves. So long as clients try to do all the processing client side it's not gonna happen.

Some people made a TF2 mod called TF2 Classified that added 4 team modes, some new weapons and maps and it's quite good actually, it seems they are still planning to update it as well. Feels more similar to old school TF2 simplicity.
