@nprofile1q... hmm ... I think haskell can. statements are monadic or applicative expressions in a do block. and you can compute new kinds of block statements with BlockArguments too.
i'd also say forth counts. it's not unusual for most of the conditional and looping constructs to be computed from some much more primitive forward and backward [conditional] branches.

all software projects are C projects, unless they are going out of their way to avoid C by being bare metal projects, or they are targeting a virtual machine (which itself is a C project, but it purposefully removes any correlation / contact with the outer environment) ... which is the same thing, since nobody writes for bare metal these days without targeting a virtual machine first.
as long as I have to use C based FFI it's a C project.

i wish that formal semantics of programming languages were more widely known and appreciated.
