It's possible you have configured a "limit" or "budget" for your NWC connection and you are hitting that limit, and maybe your client isn't properly giving you the "budget exceeded" error....

Yes, Rizful does have limits, but no, unless you are trying to buy a Ferrari via zap, you won't hit them.

"Lightning fails in about 30% of the time." ?!?!? We run some of the biggest and most central nodes on Lightning and see extremely low failure rates. Are you sending Lightning payments with a potato? We obviously cannot see the failure rates for other services, but for Rizful and Alby, unless you are doing something very wrong, you should almost never have failures.

So this is a situation when you are trying to totally empty your lightning balance, like you have 50 satoshis in lightning balance, and you want to send (ideally) all 50, but have to try for example 30, or 40, or 45, in order to find an amount that will clear the fees on the network (across all the hops to your destination) -- do I have that right?

try rizful or alby via nwc and see if that fixes it
