To fix a society you need to change the way individuals think. You need to change their philosophy.

Throughout history there were a lot of armies that were not subordinated to a state.

They were either loyal to whomever payed them or they where loyal to some religious ideal and tended to break up into little groups.

For a Rothbardian society you don't want a religious affiliated group. Which leaves you the mercenary path.

Now you are left with the question who will decide when it's time for war, and when it's time for negotiations. What to attack etc.

You will need some sort of body to control these mercenaries. A government.

No problem with it. But you need both parties to be rational and with a philosophy that respects individual rights.

Throughout history, most states were not that. Which means that if a state grew strong, it swallowed it's neighbors. Even today, there are some strong states which are trying to swallow it's neighbors. China, Russia, Iran.

Which means that even a rights respecting sate which is based on freedom must be orepito defend itself. It needs an army.

An anarchist state will need to create some sort of super state to maintain this army and create some sort of revenue to finance said army. Which will make it a non anarchist state.

That is one reason anarchist are not maintainable.

Rights are a concept, the idea that the state (the entity with the monopoly over force) must allow people to live morally.

If a society accepts this concept, this society will be a free society.
If a society doesn't accept this concept, this will be a tyrannical society
