it would certainly cut down on the people spinning up bots that do thousands of notes per day! However, if you increase the minimum work needed, you're talking about taking 3 mins to post something.

Thats not true. A minimal PoW is barely noticeable by users, definitely not more than the latency that modern UI frameworks introduce in clients, while discouraging most spam.
