The church and state are entirely different God ordained institutions with different purposes in society, and I believe you are unfortunately conflating them in your summary 🙁

Paul clearly articulates the legitimacy of state violence when saying:

"For if I am an offender, or have committed anything deserving of death, I do not object to dying; but if there is nothing in these things of which these men accuse me, no one can deliver me to them. I appeal to Caesar."

Acts 25:11

The Roman Empire at the time was 100% involuntary, violent, centralized, and aligned to pagan gods, yet Paul still presupposes it's legitimacy and obligation to punish certain evil deeds with death.

Christ also returns as the "King of kings", again presupposing the legitimacy of monarchs in which He will dispense violent retribution against rebellion (Luke 19:27).

Just as a good father or elder will mimic Jesus, within their God ordained positions/authority, so too should kings.
