For added context, indeed these are independent medical centers on top of hospital and emergency units that came into existence from the shocking waiting time to get appointments and access to care in some areas. These are the "fast food" of medicine where consultations are very short (5-15min), its "first come first seen" basis, and doctors see 40-60 patients a day primarily for administrative papers (work leave for injury, renewal of prescriptions) or minor cases to offload the public sector. It is a volume based business.

Its not two-tier healthcare, its the private sector launching a premium service. This is the case is many countries, where you pay extra for "express" delivery (ex: visas)
