"you can't ban LLMs in CTFs" is like "you can't ban Stockfish in chess" and "you can't ban aimbot in Counter-Strike" and "you can't ban splicing and subtle covert mods/tools in speedrunning". It's always gonna be an arms race of cheating vs detection, but if you don't do anything you just make it worse. One measure I can think of is requiring progress screenshots/screencasts to validate.
