"fair share": EQUIVOCATION.
assumes without argument that fairness requires this targeted surcharge on on property.

"Best city in the world": NON-SEQUITUR

Even if NYC were objectively the best, this does not logically entail that a specific new tax on second-home owners is required or the optimal way to fund superior public services.

The statement also BEGS THE QUESTION by assuming "the best" services demand higher taxes without evidence that current funding is insufficient, misallocated, or that the tax will reliably deliver improved outcomes.
