Not really. Public schooling was enforced in 18th century in Austrian-Hungarian empire so that all people would know how to read and write.

I wouldn't say they're attacking schools deliberately, they just don't care. If there is a potential military object, they'll just wipe it out even if there's a huge number of civilians killed.
