The Holy Spirit was active and bestowed all through the OT. Saul got it, the prophets got it so on and so forth. In Luke it doesn't say it was the first bestowing nor did Jesus ever say it would be the first time it was ever given. So my conclusion is it was given more selectively and temporarily. The Pentecost was simply the fulfillment of the outpouring of it to "all flesh". The Holy Spirit now indwells in man instead of is a temporary presence.
I'm going to throw up a * here. When it says "all flesh" you have to make a decision as to how you interpret it. The word is "sarx" which can mean a multitude of things depending on context and the translators intentions. One of which is "mankind". Clearly God did not pour his flesh out on ALL flesh, cows certainly do not have it so one can conclude the word was intended to be mankind. Now who you think is mankind is up to you, I personally am betwixt two interpretations. One being the Adam (man) which would be us, Whites (Israelites). Or you include every one on earth, blacks, yellows, reds, browns. So on.
The evangelical in me pulls towards everyone, the other part says just Whites. Because I can see both sides.
Anyway, sorry for the tangent thought it would be kind of pertinent.
