@nprofile1q... My understanding is that Semmelweis had the data to support his claims but not the mechanism. A modern analysis could conclude that he had the data that handwashing reduced incidence of disease and thus should be implemented while simultaneously investigating the mechanism. He had the data that initially gave him his hypothesis. Then he instituted handwashing which reduced disease rates. Then a few other hospitals did the same.
