I would say it's harder to get bad sashimi, but then I'm in Hakata where the food is the best.
You want to find an Izakaya (a drinking restaurant /pub) that has lots of photos of fish in their Google reviews. Izakaya are usually fish focused or meat focused but rarely both (unless you're in Hakata, where you always serve sashimi or people will refuse to eat)
One of the first things on the menu will be ๅบ็ใ (Sashi-Mori), an assortment of whatever was picked from the fish market that morning.
If you want to take sashimi home, you can get reliably good quality cuts in the underground of department stores, and you can actually find pretty good sashimi in the average supermarket. If it's sliced and sitting on a bed of shredded radish it's for raw consumption. If it's a block of fish, it will say ๅบ่บซ or ใใใฟ (sashimi) on it.
