IMHO it's a pretty good defusing strategy. Make people feel good about their protest, but ignore it as much as possible.

It backfires sometimes. But not enough. Some years back, there was one of those "mild" protests which local police seems to have massively underestimated. So instead of a few thousand, there were orders of magnitude more.

But when it impacts money, boy can that escalate. The violence is sometimes "just" bureacratic. Tying protestors up in frivolous lawsuits that will absolutely get thrown out, but that eat spoons and financial resources for years.

When you stay within the acceptable limits, i.e. the limits that stay ignored, there's no repercussions. If that is how folk here experience protest...
